File No. 1083, Part 3. From "Related files: 4004: Mexican Depredation Claims; 7015: Preliminary Surveys." (~1.5 inches). Both sides owed each other money, and tried to control the situation by refusing to pay each other. Includes some translations of Mexican documents from Obregon government, i.e., a translation dated 1/8/31 (orig. dated 12/15/30), but no Spanish originals. Government kept calling into view the Railway Law, and noting that concessions would be forfeited since certain agreed-upon construction completion dates and locations hadn't been met by SPM
