In December 1985, the Balsam Meadow Project reached its halfway mark with the "holing through" of the Tailrace Tunnel. Here, surrounded by solid granite 400 feet below the snow-covered Sierras, Edison's Balsam Meadow Project Manager Don Brundage (right), congratualtes Dillingham-Atkenson Project Manager Richard L.
