Hotchkiss to Harry Chandler on the subject of the best Republican to run against FDR in 1940 - Wendell Willkie and (Thomas) Dewey are both mentioned ; multi-page copy of 1941 legal document, "United States vs. Morgan" on a government order fixing rates ; collection of telegrams (1940) commenting on or seeking information on the case and the trial events.
