He invites Shelby to accept a command "that would be nominal only," invoking the example of Scipio and Lucius. Has sent his aide-de-camp Major Trimble in person to communicate particulars.

He mentions reports of the presence of Tecumseh and Native American warriors in the area of Fort Meigs.
