Communication of Royal Order defending earlier order (issued on 9 November 1812) abolishing two Spanish colonial institutions organizing forced Indigenous labor: the mita and the repartimiento, and also releasing Indigenous peoples from any personal service to public or religious functionaries and ordering the redistribution of land linked to the mita and repartimiento to married Indigenous people or those over the age of 25. The new order emphasizes punishment for failure to comply with these laws.
