Description: Handwritten draft of published message to the U.S. Senate regarding "An Act to restore a pension to Harriet M. Knowlton" (Senate Bill No. 719), which Cleveland does not approve. Item is attached to typescript letter signed from D.R. Francis, Department of the Interior, to Grover Cleveland, 1897 February 24; an undated typescript copy of the bill; and published copies of the House and Senate reports on the bill. Also included is a cartoon of Cleveland with handwritten notes on the reverse. Published version of Cleveland's message is dated March 1, 1897. Harriet M. Knowlton was the widow of a Civil War soldier who had remarried and then divorced, and was seeking to restore her previous pension.
