[In the Senate of the United States. July 17, 1854 : Ordered to be printed. Mr. Bell made the following] Report. [To accompany Bill S.457.] The Committee on Naval Affairs, to whom was refered the memorial of William Clark, praying relief and indemnity for losses sustained by him in consequence of an alleged erroneous construction, by the officers of the government, of a contract to furnish materials and make a certain number of cubic yards of embankment at the navy yard at Memphis, have had the same under consideration, and make the following report
