The following memorial of the commanding officers of His Majesty's provincial regiments and corps in North America, was presented to Sir Guy Carleton in March last; and was by him transmitted to the Secretary of State, with a letter strongly recommending the case of the provincial officers to their gracious sovereign. : As His Majesty's ministers have taken the matter into their serious consideration and mean to bring it before Parliament, it has been thought proper to publish the memorial, in order that the members of the House of Commons may see the merit of those unfortunate men, who now solicit their protection, and the grounds upon which their claim is founded
