Perkins responds to Randall's prior inquiry on the land of San Joaquin County and the Hutch-Armstrong Company. He states that "some of the soil is equal in value to that in any part of California and some of it is not worth $1 an acre, but generally speaking it is one of the best counties in the State," and that the county is home to the town of Stockton, "the fourth largest city in the State."
