In this letter to an unknown recipient, Frederick Ferdinand Low expresses his happiness for recent state and national elections. He also states that the recent completion of the railroad will, in his estimation, balance the arrival of "rebels" displaced due to the recent elections. Letter is incomplete, being only the last page, and has neither addressee nor date.

Manuscripts
Low fulfills Robinson's request for Low's signature, along with the "Great Seal of the State." On paper with printed letterhead reading "State of California - Executive Department" and the "Eureka" seal. State seal also visible as watermark.
