The report includes the Introduction, chapters dealing with Nova Scotia, New Hampshire, Massachusetts Bay, Rhode Island, Connecticut, New York, New Jersey, Pennsylvania, Maryland, and the Carolinas; "The Consequence of the Plantation Trade, Account of the French Settlements, "Some Considerations for enlarging and improving his Majesty's American Dominions, by Preventing Encroachments, cultivating a good Understanding with the Indians," and by "putting the Government of the Plantations upon a better Foot."
